When in edit mode with a non-default annotation set selected, back and forwards annotation button still cycle through annotations not in the set.

Even if this is the expected behavior, the order could be improved, but I'm not sure this should be the expected behavior (I'm not sure it's not either).

8294edc1d1 adds skipping the unused annotations. Let's try it for a while and see if it feels more correct.
